<text>So What? Editorial Okay, so we're having a moratorium Thursday. So what? What'll staying away from classes do? For one thing, boycotting your classes, for one day, may bring the voice of the students closer to the administration than IGA itself could ever bring it. Staying away from classes, for one day, just might show that, contrary to popular belief, West Chester State students can unite in defense of principles which they consider truly important for the future of the college. (We are already prepared for the inane reports from the DAILY LOCAL, calling the moratorium "just another feeble West Chester protest.") Successful or not, Thursday's moratorium will be an effective way (maybe the only way) for students to show how they feel about academic freedom. Why the emphasis on academic freedom? Freedom to teach, to speak, to act without fear of losing one's position on a faculty is the basis of a quality faculty, and a quality college. This is why the American Association of University Professors has made violation of academic freedom the only cause for appeal on the non-renewal of an untenured professor's contract. However, it may be suggested that "academic freedom" should not be the only point considered in the appeal of a dismissed professor. It is possible that the question of "due process" should also be investigated. In some cases, it is possible that, consciously or not, channels of appeal were denied the professor in question. It is also possible that the process of eliminating a professor from the college payroll began in the wrong place; In other words, action against renewal of a professor's contract may have begun with some administrative official higher than the departmental chairman. It is even possible that a professor is being dismissed for invalid reasons. This is the problem which, in one way or another, confronts the besieged, untenured professor. It is also the problem which Dr. Michael Kay, and the many students and faculty members who support him must face in appealing his "non-renewal of contract" to the proper authorities. QUAD ANGLES, as a student organization is very concerned with the plight of Dr. Kay. As the majority of his students testify, and as a great number of administrative officials have already stated, Dr. Kay is more than capable as a scholar and as a teacher. And, in covering campus activities for years before his arrival, we must state that we cannot find evidence of his actively attempting to injure or endanger the administration of West Chester state college, as some seem to feel. And there is no evidence that he intends to do so. Dr. Kay is an extraordinary person. Few people possess the quality, or the courage to stir the usually calm atmosphere of this college to contest a valid issue. Thus, QUAD ANGLES must state that it considers Dr. Kay's endorsements, abilities, and activities as far outweighing any conceivable reason for his discontinuation as a faculty member at West Chester State college, With this in mind, QUAD ANGLES respectfully requests the reinstatement of Dr. Michael Kay. <text>Power to the people TO THE EDITOR: When a college student is judged unsuited for continuing his work at a college for reasons of poor scholarship or discipline, he is obliged to leave the college. When a faculty member is judged unsuited for continued employment at a college - for valid or specious reasons - he, too, is obliged to leave. However, when a board of trustees, a college president, a dean of instruction, a chairman of a division, and an acting chairman of a department, as well as other administrators have shown by their actions that they are apparently unsuited for continued association with or employment by a college, who obliges them to leave? The actioas referred to - violative of established American Association of University Professors and college procedures and intolerant of dissent - are similar to those actions which earned for West Chester State college the unenviable honor of being placed on the AAUP censure list for twenty years, from 1939 to 1959. How can concerned students and faculty prevent this college from being censured again and from again becoming the laughing stock of the academic community throughout this land? The answer is clear if one understands certain concepts of government as stated by John Locke which are universally accepted in the western world and which are restated in the Declaration of independence and the Constitution. These concepts are that governments exist for the public good, that government is a trust to be forfeited by elected and appointed officials who fail to secure the public good. In short, the officials' authority is conditional (cont onto page 4) conditional rather than absolute. Most important is the idea that all power ultimately resides in the people and that they constitute the government. Furthermore, the people have the right - indeed, the duty - to withdraw support from and to change that government which fails to fulfill its trust. These concepts are clearly defined in U. S. documents, they are enshrined in the American tradition, and they are deeply imbedded in the American psyche. An institution of higher learning in this country surely cannot expect to operate under autocratic concepts that are foreign to American tradition. Officials of an institution are servants of the people, that is, of the students, faculty, and public in general. And where these officials do not operate properly, they must be removed. Those who believe that the firing of Dr. Kay violates college and AAUP procedures and academic freedom and is harmful to the welfare of the college community should write to Governor Raymond Shafer, Harrisburg, Pennsylvania, as I have done, demanding the dismissal of the Board of Trustees (except for Mr. De Baptiste, who voted to retain Dr. Kay), President Rossey, Dr. Filano, Dr. Fleck, and Dr. Riley. I have been given reason to believe that if large numbers of students, faculty, and others write to the governor then he will respond appropriately. Sincerely yours, Martin A. Watkins Associate Professor English Department </text>

The 2nd Annual Christmas Benefit Auction, a date auction in which 72 students from organizations such as IGC, BSU, LASO, and the Friars, stood on the stage in Sykes Theater and auctioned themselves off to raise money to buy Christmas gifts for two families of migrant workers in nearby Kennett Square. We figured that maybe since every single seat in the Sykes Theater was filled that a writer from the Quad couldn't effectively write standing up. Or maybe Dawson's Creek or one of those shows was on and they couldn't miss it. Or possibly all the Quad writers were busy covering all the other events that were taking place December 1, 1999 at Bpm on West Chester's campus. Or quite possibly the Quad just simply didn't care about an event that students of this University organized, facilitated and provided for not only students of WCU but also to assist families in need. Well whatever the case may be for those who could not get a chance to be there at the Auction that was co-sponsored by BSU, Lambda Theta Phi, and LASO, students of this University donated $ 1,584 in two hours, all for charity. Once again, the Presidents of the Inter-Greek Council, the Black Student Union, and the Latino American Student Organization would like to thank The Quad for continuing their stellar performance of failing to give our organizations positive coverage in this publication.</text>

<text>February is designated Black History month. This is the time when we reflect on accomplishments made by African Americans. This is the time wheh we pay homage to those who paved the way. Our ancestors built this country through blood and sweat, and it is our duty to honor their memory. We as students here on this campus and across the country must make it our duty to live up to the legacy of our people. This month is more than a few celebrations for Martin Luther King Jr. It is more than hearing about how Jackie Robinson broke the color barrier. It is more than hearing spme black history fact on UPN 57! This month is about so much more. It's about celebrating a heritage. It's about finding out who we truly are as a people and where we come from. This month should be about the celebrations of Africans all across the world. Let's honor those who came before us. Let's respect one another. Let's show love for one another. Let's take pride in everything that we do, no matter what it is. The knowledge of self is something that we should all be striving for. The people that we will hear and read about went through the struggle. It is now our time to recommit to that struggle and recommit to becoming the type of positive individuals that those that are looking on us now know we can be. As future leaders, we can create our own Black history. We must set goals and attain those goals through hard work and dedication. Our source of inspiration must come from the memory; the memory of our ancestors on the cotton fields, our beautiful black women getting raped, the struggle for not only civil rights but human rights—all of our articulate leaders who were cut down in their prime because of how dangerous they were. That is where our motivation will come from not only this month but also everyday of every month of every ypar. We are under the impression that we have made it — that we have succeeded and no more work needs to be done. Well for all that have made it, there are plenty that have not. And until every African American has made it, then none of us have made it. This is our time to reflect and ponder on how we can made our black nation stronger. The great Malcolm X asked, "how can we love our enemy until we learn to love ourselves?" Let's unite and make our community the model for which all will follow. Many strong people perished so that we may have the opportunity for a better way of living. Take advantage of the opportunity that has been given to us. Take pride in knowing that we are descendants from the first people on earth. The change must come now. Focus your intentions on the positive. Allow yourself to be the embodiment of Black History month. This spirit is in all of us and we must reach it. The knowledge is there and we must seek it. This is our month, and through example we will make our foremothers and forefathers proud. Celebrate your race, culture and heritage. </text>

<text>Accord feelings mixed By GREG ROHRMAN Reaction to the impending settlement of the college censure by the American Association of University Professors (AAUP) after two and a half years has been varied throughout the campus faculty. Dr. Carmela L. Cinquina, President of the Faculty Senate said, "I am very happy to see it drawing to an end. I feel the college has taken positive action." She continued, "It (the censure) had the potential to hurt the colleges' status, but the removal of the censure is a definite plus." Dr. Andrew W. Green, organizer of the new Ad Hoc committee, could not be reached for comment on the issue, and Raymond Friday, a member of the Ad Hoc group, said, "I have no comment on the matter . .. . Dr. Green is the spokesman for our group, I suggest you speak to him." When asked for his personal opinion of the matter, Friday reinterated that he had no comment. One of the supporters of Dr. Michael Kay during the controversy was Dr. Frank Fox. When reached at his home, Fox said, "I think that the fact that the state has taken these actions is an admission that a wrong was committed ... an admission of wrong doing." President Charles G. Mayo, when reached concerning what West Chester plans to do to remove the stigma of the censure, commented, "We plan to develop programs that will show academic freedom does exist at West Chester." "We plan to bring the students and faculty together to consider the resources available . . . from Harrisburg . . . and those, here at West Chester." Mayo concluded saying," I am delighted to have this problem off our backs." </text>

<text>Settlement riles Riley By JIM CALLAHAN A AUPcensure At least one person was not satisfied by what he heard at the AAUP press conference announcing a settlement in the case with West Chester State College. History Prof. Donn Riley, who was acting department chairman in the fall of 1969 when the decision to fire former history prof. Michael Kay was made, said he has "very strong reservations" about the Kay settlement. He said after the press conference he thinks Kay did receive adequate due process when the decision was made to give him a terminal contract. "His case was heard at the department level, at the level of a special faculty committee and at the level of a Faculty Senate committee," he stated. "To accept the AAUP position, you have to believe I, as acting chairman, was prejudiced against Kay and three senior History Department members, four faculty representatives and the entire faculty senate." Riley also felt the AAUP investigators did not point out any violations of Kay's "substantive due process rights" when they interviewed him on the matter in 1970, "I came out of that meeting feeling the Kay case was absolutely solid," he said. Riley also charged that when Kay dropped out of a lawsuit against himself and other college faculty members and administrators in 1972, it indicated there had not been any violations of his rights. Riley felt when he went into the meeting with the AAUP investigator, he waved his due process rights. "By going into that meeting," I had to answer anonymous, unsupported charges against myself," he claimed. "I was not given a list of the specific violations I was supposed to have committed, I did not have the opportunity of cross-examine hostile evidence, and did not have the right to bring in supporters." </text>

<text>Black Panthers visit campus; speak of ten-point program By MAUREEN MORLEY and ED ISSELMANN The Black Panthers discussion with guest speaker Edgie Schell was held Wednesday afternoon, Nov. 12, in the Lawrence Center Commuter Lounge. Schell was sponsored by NAACP, Pi Lambda Phi, SDS, and The New University Conference of West Chester State College. The audience, of well over 300, was given a ten-point program of the Black Panthers. The following are some of the points that were made. Want Freedom The Black Panthers want the power to determine the destiny of the Black people. This they consider freedom. They also strive for full employment for their people, with a gauranteed Income. If corporations can't do this, then they believe that the power should be changed to the community. Decent housing is asked for. The slum homes, states Schell, could be taken over by the community to improve it rather than to let them remain slums. Reparations The speaker wants reparations for Blacks because of the White theft of the Black man and bis labors, similar to the German reparations made to Israel for Jewish atrocities. Education and Exemption The Panthers desire better education of people and the teaching of true history and the Blacks' role in present day society. Not just George Washington Carver should be spoken about, but Nat Turner and other such freedom fighters. Their idea is to exempt the Black man from military service because he shouldn't be made to protect the "racist Government" of the United States. Also, they have a right, he explained, to be freed from Federal prisons and Jails because they haven't received a fair trial. Many on trial are convicted by a Black and White middle-class jury. Instead, the Idea Is to try them by their peer groups Instead of bourgeois Black or the middle ranking Whites. This is due to the fact that a jury comprised of the same kind of people as the defendent would be better qualified to judge his crime because they would better understand his predicament. Police Brutality Schell called for an immediate end to police brutality and Black killings. All Blacks, he stated, should arm themselves for self-defense under the second amendment, the right to bear arms. In his last point, this speaker quoted the segment of the Declaration of Independence which expresses the right of the people to alter or abolish the government when it doesn't meet the needs and desires of the people It governs. They want land, "bread," education and peace. The purpose of the Panthers was stated as that of freeing all people from all forms of slavery. Let the people be their own determining factor, quoted the speaker - white slaves as well as Black. One War The Vietnamese, as the Blacks, should be able to determine for themselves their future, but neither war Is being waged this way, admits the Panther spokesman. It is rather controlled by the power structure In America. Both are wars of self-determination and should be considered one war not two separate ones. These comments typified the idea of the Blarv rentiers and Edgie Schell was the one to do It.</text>
