Registration brgan soon after ten o'clock in the lobby of ths auditorium of ths Philips Memorial Building. The attendance was almo3t 100 per cent. County Superintendent Clyd; T. Herzog, assistant county superintendent, was then given an opportunity to deliver the annual financial report. In order to insure complete comprehension on the part of his listeners, Mr. Herzog presented a number of slides designed as state report blanks. The assistant county superintendent then proceeded to explain how each state report was to be properly filled out. A large number of problems involved in filling out these reports were ably discussed by Mr. Herzog. The audience was invited to ask any questions pertaining to the subject. Mr. Boyd A. Jarrett, also assistant county superintendent, gave his report on the transportation and aid society following that of Mr. Herzog. His report was short, but interesting. Miss Geneva Henderson, contralto Negro music student, rendered two solos, "Homing" and "Mr. Jay Bird." She was accompanied on the piano by Ernest Warren. After several other statistical reports, the morning session adjourned at 12:15 o'clock. The noon-day meal was served in the college dining room. The afternoon session was opened by Mr. Clyde T. Saylor who spoke on various bills affecting the schools in Pennsylvania passed recently by the legislature.</text>

<text> Were you there? By DONNA DIXON guest editorial The West Chester state College branch of the NAACP held a memorial service in honor of the Reverend Dr. Martin Luther King, Jr., on April 8, 1968, to pay tribute to the modern apostle of peace and brotherhood. However, to our lasting shame there were many vacant seats in Philips Memorial Library that night. Your seat was empty. Why? Is it because this institution has not taught you what your personal responsibility towards developing proper human relations is? Perhaps this has been left to the student himself, and our faculty has not felt so obligated. As young adults we students need not be spoonfed our education. But if they could only realize this student body's indifference toward brotherhood they would lead you to the paths of righteousness, tolerance, and mutual respect. Paths which we all must tread in order to function in the changing society that college is preparing us for. Paths we must tread in order to make our constitutional ideals work into our lives. No, we cannot return to "business as usual" as we tried to do that following Friday morning. Even our small college routine was disturbed. We are fortunate to have among our faculty, a few educators who tool on the responsibility of representing you at a memorial service at our sister school, Cheyney state College. However fellow students, our quiet, sympathetic faculty cannot make up for your apathy. You should realize that your failure to respond to our (both mine and yours) assassined leader with your sympathies and examples of brotherhood has pointed out your apathy. However, it is never too late to respond. No, you were not there that Monday night. But you are still here. Stand up and speak, question. Your apathy is hurting us all, destroying the purpose of a college education. Even though so few of our faculty spoke to you about our society's loss, they give you the opportunity to speak. Tell your classmates that we are cold because we are missing the warmth and radiance of the words of brotherhood and of social survival passed on to us through Dr. Martin Luther King. Ask that we may be able to see the light. Find a place for your feet in rays that may clear our muddled lives. Shine forth, speak up. I did. And my professor thanked me for it.</text>

<text>Total IGA budget requests exceed income by $60,900 Once again the money requested from IGA for 1969-70 campus budgets far exceeds the money that IGA will have to distribute next, year. The budget requests for next year total $430,300 while the projected income figure amounts to $369,400. The projected income is derived from six sources: student activity fees, athletic and related activities income (not from activity paying students), music and related activities (again from non-activity paying people), Bookstore income, social events, and miscellaneous IGA (as swim suit fee, car registration fee, etc.) The budget requests are categorized into five areas: 1. Clubs and Special Interest Organizations 2. Musical Organizations 3. Athletic and Related Activities 4. IGA Social Programs and Services 5. IGA Operating Expenses Clubs and Special Interest Groups The budget requests of thirty various approved club organizations and special interest groups ranging from Classic Club, Biology Club, Folk Dance Club to Theater - Dance, NAACP, and ACE total $15,120 or about 3.4% of the total requests. Musical Organization Musical Organizations, including the Brass Ensemble, College Slnfonietta, Concert Choir, Concert Band, Marching Band, Criterions, Men's and Women's Choruses, M.E.N.C, Symphony Orchestra, and Women's Glee Club, have submitted requests totalling $22,050 or 5.2% of the requests. Athletics Athletics and Related Activities have requested a total of $123,251. (about 28.6% of the requests) to cover such areas as women's and men's lntracolleglate athletic teams, the intramural program, the All College Recreation programs and Cheerleaders. IGA Social Programs and Services The social program and services area includes the following; All. Star Course, Assembly Series, campus art, Chamber Music Series, college calender, I.D. program. Little Theatre, QUAD ANGLES, SETS, WCSC Radio, College Union Committee, Student Handbook, vehicles, Debating Team and the Literary Quad. The budget requests from this area total $190,958 or about 44.4% of the total requests. IGA Operating Expense 1 A budget of $79,434. (about 18.4% 'of the total requests) has been requested for IGA operating expenses to cover office salaries, supplies, and capital expenditures. Yearly affair ' Once each year near the end of Feb., campus organizations submit an itemized budget account of pos' sible expenditures for the coming' year to the Finance Committee ■ of IGA. After previewing these 1 figures, the committee adjusts each budget with tentative cuts if necessary. Since projected income and expense figures do not correspond, IGA must of necessity look for areas to trim so that the final figures for the 1969-1970 budget will reflect a realistically balanced financial picture. Appeals can be made before the Finance Committee by any organization in connection with their revised budget. After the Financial Committee has reviewed the budget requests and resolved any needed adjustments, a proposed budget will be submitted to the IGA General Assembly for its approval or disapproval. If approved by the general assembly, the budget then continues through the remaining channels of Dean of Student Affairs, President of the College, and The Board of Trustees.</text>

<text>Black Panthers visit campus; speak of ten-point program By MAUREEN MORLEY and ED ISSELMANN The Black Panthers discussion with guest speaker Edgie Schell was held Wednesday afternoon, Nov. 12, in the Lawrence Center Commuter Lounge. Schell was sponsored by NAACP, Pi Lambda Phi, SDS, and The New University Conference of West Chester State College. The audience, of well over 300, was given a ten-point program of the Black Panthers. The following are some of the points that were made. Want Freedom The Black Panthers want the power to determine the destiny of the Black people. This they consider freedom. They also strive for full employment for their people, with a gauranteed Income. If corporations can't do this, then they believe that the power should be changed to the community. Decent housing is asked for. The slum homes, states Schell, could be taken over by the community to improve it rather than to let them remain slums. Reparations The speaker wants reparations for Blacks because of the White theft of the Black man and bis labors, similar to the German reparations made to Israel for Jewish atrocities. Education and Exemption The Panthers desire better education of people and the teaching of true history and the Blacks' role in present day society. Not just George Washington Carver should be spoken about, but Nat Turner and other such freedom fighters. Their idea is to exempt the Black man from military service because he shouldn't be made to protect the "racist Government" of the United States. Also, they have a right, he explained, to be freed from Federal prisons and Jails because they haven't received a fair trial. Many on trial are convicted by a Black and White middle-class jury. Instead, the Idea Is to try them by their peer groups Instead of bourgeois Black or the middle ranking Whites. This is due to the fact that a jury comprised of the same kind of people as the defendent would be better qualified to judge his crime because they would better understand his predicament. Police Brutality Schell called for an immediate end to police brutality and Black killings. All Blacks, he stated, should arm themselves for self-defense under the second amendment, the right to bear arms. In his last point, this speaker quoted the segment of the Declaration of Independence which expresses the right of the people to alter or abolish the government when it doesn't meet the needs and desires of the people It governs. They want land, "bread," education and peace. The purpose of the Panthers was stated as that of freeing all people from all forms of slavery. Let the people be their own determining factor, quoted the speaker - white slaves as well as Black. One War The Vietnamese, as the Blacks, should be able to determine for themselves their future, but neither war Is being waged this way, admits the Panther spokesman. It is rather controlled by the power structure In America. Both are wars of self-determination and should be considered one war not two separate ones. These comments typified the idea of the Blarv rentiers and Edgie Schell was the one to do It.</text>

<text>Settlement riles Riley By JIM CALLAHAN A AUPcensure At least one person was not satisfied by what he heard at the AAUP press conference announcing a settlement in the case with West Chester State College. History Prof. Donn Riley, who was acting department chairman in the fall of 1969 when the decision to fire former history prof. Michael Kay was made, said he has "very strong reservations" about the Kay settlement. He said after the press conference he thinks Kay did receive adequate due process when the decision was made to give him a terminal contract. "His case was heard at the department level, at the level of a special faculty committee and at the level of a Faculty Senate committee," he stated. "To accept the AAUP position, you have to believe I, as acting chairman, was prejudiced against Kay and three senior History Department members, four faculty representatives and the entire faculty senate." Riley also felt the AAUP investigators did not point out any violations of Kay's "substantive due process rights" when they interviewed him on the matter in 1970, "I came out of that meeting feeling the Kay case was absolutely solid," he said. Riley also charged that when Kay dropped out of a lawsuit against himself and other college faculty members and administrators in 1972, it indicated there had not been any violations of his rights. Riley felt when he went into the meeting with the AAUP investigator, he waved his due process rights. "By going into that meeting," I had to answer anonymous, unsupported charges against myself," he claimed. "I was not given a list of the specific violations I was supposed to have committed, I did not have the opportunity of cross-examine hostile evidence, and did not have the right to bring in supporters." </text>

<text>Accord feelings mixed By GREG ROHRMAN Reaction to the impending settlement of the college censure by the American Association of University Professors (AAUP) after two and a half years has been varied throughout the campus faculty. Dr. Carmela L. Cinquina, President of the Faculty Senate said, "I am very happy to see it drawing to an end. I feel the college has taken positive action." She continued, "It (the censure) had the potential to hurt the colleges' status, but the removal of the censure is a definite plus." Dr. Andrew W. Green, organizer of the new Ad Hoc committee, could not be reached for comment on the issue, and Raymond Friday, a member of the Ad Hoc group, said, "I have no comment on the matter . .. . Dr. Green is the spokesman for our group, I suggest you speak to him." When asked for his personal opinion of the matter, Friday reinterated that he had no comment. One of the supporters of Dr. Michael Kay during the controversy was Dr. Frank Fox. When reached at his home, Fox said, "I think that the fact that the state has taken these actions is an admission that a wrong was committed ... an admission of wrong doing." President Charles G. Mayo, when reached concerning what West Chester plans to do to remove the stigma of the censure, commented, "We plan to develop programs that will show academic freedom does exist at West Chester." "We plan to bring the students and faculty together to consider the resources available . . . from Harrisburg . . . and those, here at West Chester." Mayo concluded saying," I am delighted to have this problem off our backs." </text>

<text>February is designated Black History month. This is the time when we reflect on accomplishments made by African Americans. This is the time wheh we pay homage to those who paved the way. Our ancestors built this country through blood and sweat, and it is our duty to honor their memory. We as students here on this campus and across the country must make it our duty to live up to the legacy of our people. This month is more than a few celebrations for Martin Luther King Jr. It is more than hearing about how Jackie Robinson broke the color barrier. It is more than hearing spme black history fact on UPN 57! This month is about so much more. It's about celebrating a heritage. It's about finding out who we truly are as a people and where we come from. This month should be about the celebrations of Africans all across the world. Let's honor those who came before us. Let's respect one another. Let's show love for one another. Let's take pride in everything that we do, no matter what it is. The knowledge of self is something that we should all be striving for. The people that we will hear and read about went through the struggle. It is now our time to recommit to that struggle and recommit to becoming the type of positive individuals that those that are looking on us now know we can be. As future leaders, we can create our own Black history. We must set goals and attain those goals through hard work and dedication. Our source of inspiration must come from the memory; the memory of our ancestors on the cotton fields, our beautiful black women getting raped, the struggle for not only civil rights but human rights—all of our articulate leaders who were cut down in their prime because of how dangerous they were. That is where our motivation will come from not only this month but also everyday of every month of every ypar. We are under the impression that we have made it — that we have succeeded and no more work needs to be done. Well for all that have made it, there are plenty that have not. And until every African American has made it, then none of us have made it. This is our time to reflect and ponder on how we can made our black nation stronger. The great Malcolm X asked, "how can we love our enemy until we learn to love ourselves?" Let's unite and make our community the model for which all will follow. Many strong people perished so that we may have the opportunity for a better way of living. Take advantage of the opportunity that has been given to us. Take pride in knowing that we are descendants from the first people on earth. The change must come now. Focus your intentions on the positive. Allow yourself to be the embodiment of Black History month. This spirit is in all of us and we must reach it. The knowledge is there and we must seek it. This is our month, and through example we will make our foremothers and forefathers proud. Celebrate your race, culture and heritage. </text>
