<text>Appendix A
THE HISTORY OF YOUTH & COLLEGE DIVISION
During the 1935 National Convention, young people challenged the organization to provide youth with a
vehicle to address civil rights. The NAACP Board of Directors passed a resolution, formally creating the Youth
and College Division in 1936. Under the guidance of Ms. Juanita E. Jackson, the Youth and College Division
organized demonstrations against lynching and held group discussions on the inequality of public education.
In 1960, the NAACP proudly saluted the involvement of its youth members in the sit-in demonstrations that
began in Greensboro, North Carolina in an effort to desegregate lunch counters. In 1961, the NAACP Youth and
College Division shifted its emphasis from sit-in demonstrations to demands for jobs and equal opportunities
for Black workers. In 1963, youth members from around the country responded to the call for a “Jobs and
Freedom” march on Washington. The NAACP was a cornerstone among organizations that participated. In
1965, with the passage of the Voting Rights Act, NAACP youth members proved effective in registering over
350,000 voters. During the period of 1966-1981, the Youth and College Division instituted a vigorous campaign
to register minorities between the ages of 18-24; resulting in a 40 percent increase in registered voters in this
age category.
Today, there are over 600 NAACP Youth Councils and College Chapters actively involved in the work of
the association. In fact, the NAACP is the only major civil rights organization that includes young people and
encourages them to participate fully in its programs—including membership on the National Board of Directors.
Since its inception in 1936, the Youth and College Division has continued to serve as the premier training
ground for young civil rights soldiers. With the hard work and dedication of our youth members, the Youth and
College Division will carry out its mission of developing an intelligent, militant and effective youth leadership
to ensure the political, educational, financial and social equality of rights for people of color through training,
organization and mobilization.

<text>The week of the April Black Arts Festival, which was sponsored by Black Student Union (BSU) and College Union, came to a close last Saturday after making several efforts to exhibit, in various ways, different aspects of Black Culture. The week had begun last Sunday evening with two films, concerning Dr. Martin Luther King, that were shown in the Sykes College Union Building (SCUB). A rap session between students and faculty followed on Monday evening in SCUB. Cheryl Browning, BSU Director of Activities, stated that it was an important session because it was one of the first times students and faculty had gotten together to talk without a "crisis" being the cause of the session. One of the highlights of the April Black Arts Festival week was Tuesday evening's presentation by Cicely Tyson. Miss Tyson, who has been called "America's premier black actress," has won, among many other awards, an Academy Award Nomination for her performance in the film, "Sounder," and an Emmy for her role in the television production, "The Autobiography of Miss Jane Pittman." Miss Tyson's appearance at West Chester State College (WCS.C) was a pure delight. Beginning with a question-answer period, she responded honestly and graciously to both humorous and serious inquiries into her personal life and film career. Her dramatic readings, which were well stocked with a variety of feelings and messages, kept the audience hanging on to every word she spoke. There is no doubt that quite a few eyes were moist as they watched Miss Tyson take the words on the pages before her and transform them into personal experiences. It was beautiful. Thursday evening, BSU put on an "Appreciation of the Arts" night in Swope, which consisted of a fashion show, some poetry readings, an effective dance routine by Denise Mobley, and a song and dramatic presentation by Day Lipford. The film, "The Harder They Come," was featured Friday evening. Its plot centered on a Jamaican singer who is being hunted by the law while his record reaches number one in the city. All day Friday and Saturday, street vendors selling African-American and African jewelry, artwork, pocketbooks, and other items, decorated the streets of WCSC. The black sororities and fraternities got into the mainstream of the week's events, also, by holding a bizarre in front of Wayne Hall from 12 p.m. to 6 p.m. Saturday. The final activity was Arthur Hall's African-American Dance Ensemble's concert held in SCUB Saturday evening. Hall also operates a culture- center in Philadelphia where kids can go to learn dancing, arts and crafts, and how to play some musical instruments. Browning's feelings on campus reaction were about the same that she had held for the time when BSU helped put together Black History Week. She hoped a lot of white students did not feel excluded from the festival because it concerned the Black Arts. In the midst of the week's activities, she had mentioned: "It's a campus-wide event. They are welcome to come out." Browning added, though, that she was well aware that the festival had come at a bad tine because "a lot of students were involved with their studies and exams."</text>

<text>A debate between IGA presidential candidates Russ Raub and Michael Coley became heated when Raub accused Coley of "spreading himself too thin." In the debate sponsored by the Black Student Union (BSU), Raub contended that Coley had been asked by IGA President Debbie Morris to resign his position as IGA rep at large this semester. Raub said Morris thought Coley had too many other commitments to handle die job adequately. When questioned, Morris stated Coley's resignation was entirely voluntary, contrary to Raub's accusation. According to Morris, Coley had a Tuesday night class and was working on an internship, so he could not be available for IGA meetings. Morris and Coley discussed the possibility of Coley having a permanent proxy to take his place at meetings. However, Morris and Coley decided that Coley's resignation would be the best solution. Morris did not threaten to impeach him, or force him to resign. Coley stated he resigned because of his academic commitments which he wanted to complete before his senior year so he could run for president. Coley suggested Raub "investigate before making accusations." Raub then criticized Coley's campaigning procedures by citing the standards for IGA campaigns. Raub stated some of Coley's campaign posters exceeded the established size and had not been properly approved. Coley responded, "In any organization some rules may be broken. But I don't think a few signs are what this election is about." Coley attributed the sign problem to the fact that his campaign staff is much smaller than Raub's, and thus has more work to do. Raub stated he was just trying to demonstrate that "I can work in the system in the proper way; within the guidelines." Raub cited his "rapport with leaders of the borough of West Chester, especially Councilman Mitch Crane." Raub hopes to work on the parking problem in cooperation with the borough. Raub also has met with the cafeteria staff concerning the quality of the food at Lawrence Center. He stated bids for the campus food service have been reopened partly due to pressure from himself. However, Morris said Cuisine, Ltd. (the present food service) wants the contract re-bid because it cannot afford to continue service at the present cost, and not because of Raub's pressure. They will bid for the contract again but at a higher price. More friction developed between the candidates when a question was asked concerning how the candidate would address the problems of Black and Hispanic students. Raub stated in the past IGA has dealt with these groups as "groups to be reckoned with."' Raub stated he would not reckon with anyone but "work with them towards a mutual goal." He cited the budget problems of the Spanish Student Union (SSU) and said they "had not gotten a fair shake.'' Coley then inquired why Raub had not spoken up for SSU when they appealed their budget at a recent IGA meeting at which Raub was present. Raub stated, "I lacked the expertise in IGA to address them at the time.'' Coley retorted, "You don't have to have expertise to stand up for what you believe." Coley revealed he had not been aware of SSU going to IGA until after the meeting had taken place. Coley cited that last year he had opposed an IGA motion to eliminate reps from BSU and SSU. Raub then commented on IGA, stating he would like it to become "more representative of the students." Coley outlined some proposals for improving IGA. One proposal is to send invitations to IGA meetings to arouse interest and get more student input. He also suggested "Blue Ribbon Committees" which would consist of students not in IGA who would research issues and bring proposals to IGA. This would increase student input, said Coley. Coley also proposes restoring the IGA assembly back to its original 52 members. Last year its membership was cut to 34 and Coley believes the workload is too heavy for such a small group. Raub stated, "Idealistically, a larger assembly is good." However, he contended it would be difficult to get 52 volunteers. Coley hopes to keep student input in IGA strong by "accomplishing goals" and thus keeping students interested. He proposed abolishing the now-required office hours of IGA reps so they would have less work and still be available to students at IGA meetings. Raub stated, "By providing strong leadership and accomplishing goals in the first semester, people will stay in IGA for the rest of the semester. Both candidates were questioned about their motive in running for president. Raub commented, "I am not on an ego trip. I just want to help the students." Coley answered, "I've been in IGA for three years and I've gained a lot from it. I feel I owe something to the assembly."</text>

<text>Vice President of Black Student Union, Wanda Daniels, claims that $145 was either stolen or misplaced from the SCUB safe. Daniels claims that on Friday, October 9, she gave Terry Nelson, night manager of SCUB, $292 that represented the profit on a BSU sponsored disco dance benefitting the NAACP. According to Daniels, Nelson put the money in the College Union safe. The BSU vice president asserts that when she reclaimed the money, almost a month later, that $145 was missing. She then notified Vice President for Student Affairs, Louis Weislogel. Daniels said that Weislogel had called the police in on the matter and they were now investigating. She also added that she was very disappointed with the way Weislogel handled the matter. "Mr. Weislogel made me upset with what he said," stated Daniels, "He had a bad attitude." "I spoke with Dr. Mayo, and he assured me that he will do whatever he can to help," Daniels added. She also stated that the possibility of asking RHA to replace the money had been discussed. When reached for comment, Terry Nelson affirmed Daniels story. Mel Josephs, director of College Union, said that she repeatedly asked BSU officers through IGA treasurer, Pat Gagliardo, to come and remove their money from the safe. "I would say that I reminded them at least half a dozen times," said Josephs. John Horvath, a college union employee, claims that he counted the money two days after it was put there, and counted $277.50. "If someone stole the money and the BSU count was correct, then about $15 was already missing," said Horvath. When asked how many people knew the combination to the safe, Horvath estimated "about fifteen that we know of."</text>
