<text>Black students "quite alone" By JOHN BRANSON What's it like to be black, and a student at West Chester State? "Frustrating and rewarding," according to Nate Gadsden, a black student and President of the West Chester State Gospel Choir. The incoming black freshman at West Chester faces many frustrations, said Gadsden. He faces professors that look at the color of his skin rather than what he produces. If the student comes from a predominantly black neighborhood he faces resentmeiH that he may never have experienced before. The black student finds that it is almost impossible for him to form an individual relationship with a white student. The result of this is that the student seeks out others sharing his predicament, Gadsden added. "When 1 graduate I'll know that I've paved the way for future black students," Gadsden said. This is the rewarding aspect of going to West Chester. Every time a black student graduates, he shows other blacks that it can be done. This can supply the needed inspiration for blacks not yet of college age. Another problem the black student encounters at West Chester is the lack of meaningful curriculum. The curriculum at West - Chester, said Eleanor Brown, vice chairman of the Black Student Union (BSU), is not really oriented to teach the black student, especially if the black student is to go back and teach his own people. Miss Brown went on to say that she didn't feel that special courses should be created just for blacks, but that the existing courses should be integrated. History courses should include the history of both the white, and black man. When asked what her initial reaction was on first arriving at West Chester, Miss Brown replied, "What have I gotten myself into." She said that she was the only black student in most of her freshman classes, and that she remembers feeling "quite alone." "It seems like it's just a white institution," stated Jackie Johnson,Johnson, this year's black Rampage Queen. There's a lack of compromising between the whites and blacks on campus, she went on. Miss Johnson cited an example where a group of white students stood outside a dance, sponsored by the BSU, telling students not to go in. She said that the BSU lost money because of this. Miss Johnson pointed out that the black students always support activities sponsored by the white organizations on campus. A black freshman, Cheryl Harvey, described her feelings as she rode the bus to South Campus after the cross burning incident of last week. "There were only two other blacks on the bus," she said, "I was afraid something would happen." She went on to describe other incidents that the black students are confronted with every day. A black student must even take care not to come out of an elevator too fast. If he does, people jump back. She admitted that this was a trivial occurrence, but one that is indicative of general feelings on campus. Some people are trying to make changes at West Chester. There is now a black history, and black literature course in the curriculum. But as Eleanor Brown said, "There is just no way they can do it themselves." They can't speak for the blacks. A solution would be for the people making up the courses to consult with the BSU concerning new black courses. This could be the beginning, but as Eleanor Brown says, "It'sgoing to take a long time." </text>

<text>IGA opposes discrimination Blackouts proved to be no great impediment for members of the IGA General Assembly during the March meeting when they convened one-half hour late in Lawrence Center, in spite of the minor catastrophe. The meeting began with a reading of a recommendation made by the Executive Council concerning membership in the Student Affairs Council. According to the recommendation, the Council should be comprised of six students and six faculty members. Three of the faculty should be members of the Faculty Senate and three members of the Student Affairs division. The studentsstudents would include two IGA General Assembly members, one President of IGA, one president student, one commuter and one member of the Black Student Union.Discrimination To Be Penalized Five motions were passed at this assembly, the first being a motion to cut off funds for any team which discriminated against members, due to personal appearance. This motion was passed with relatively little discussion. Three girls' teams, the basketball, gymnastics, and swimming teams, are eligible this year to play in the Eastern Regionals and National Championship competitions. Appropriations for funds needed for transportation, food and lodgings were granted by IGA at this meeting. This motion was passed only after a motion to amend the original motion was defeated. Dave Flamer, who introduced the second motion, felt that appropriations for the National Competition should be granted only after the teams had placed first in the Eastern Regionals. Optional Activities Fee From now on, according to IGA legislature, faculty members will be paying an optional activities fee each semester, the cost of which will be one-half the students' fee. If a faculty member decides not to pay the fee, he would be required to pay full price at all IGA activities. Though passed by the General Assembly, this motion must go through the usual channels, e.g. Faculty Senate, before it can become effective. General Assembly members also voted to grant an administrative increment of $500 per annum to Mr. Kenneth Burda, Director of the College Union. IGA wishes to acknowledge the fine work that Mr. Burda has been doing for IGA, the Black Student Union, and QUAD ANGLES, whom he serves as advisor. Bookstore student workers who previously received a 10 percent discount on all items purchased there can do so no longer, as the result of the fifth motion passed by the General Assembly. PE Department To.Pay? After these motions had been passed, Eric Hawkins introduced a motion which would require the Physical Education Department, rather than IGA, to pay maintenance for the number of team sports which each Physical Education major is required to participate in. This motion was tabled and will be discussed further at some future meeting. Bob McLaughlin, President of the Assembly, announced the possibility of two future events at the college. IGA has made a bid to hold a future Pennsylvania State Association of Student Governments (PSASG) Convention here. West Chester State will also be holding a State College Day in the near future in which State officials and legislators will come to West Chester to discuss tuition costs. Good Will Gesture The evening's discussion was pleasantly interrupted when Alpha Zeta Delta girls, now members of West Chester's newest national sorority, arrived to distribute refreshments as a token of good will. In future weeks, IGA will be discussing budgets and financial plans for the upcoming year. Budget materials and statistics have already been distributed and new budgets will be drawn up soon. </text>

<text>Black Arts festival planned by College Union The Black Culture Committee of the College Union and the Black Student Union are currently planning a Black Arts Festival to take place during the four weekends of Apr. 1972, which will feature, among others, such celebrites as Dick Gregory and Cannonball Adderly. Dick Gregory, well-know comedian and civil rights advocate, will begin the festival on Apr. 6, 1972, with a lecture. Other celebrities to be on campus during the festival include Cannonball Adderly, who will not only perform with his jazz group, but will also participate in a seminar and lecture. Poet Joanna ft******.***************** Featerstone will also take part in the festival. Contemporary Play To round out the month of April, there will be soul dances, blues coffeehouses, jazz coffeehouses, African art, and African drums. There is also a possibility that a contemporary play concerning black-white relations will be performed sometime during the month. According to Larry Dowdy, chairman of the Black Culture Committee, the festival is to create a relevant black atmosphere on the West Chester campus". The four weekends will be programmed with black music, poetry, dance theater, and lectures. Enthusiastic The College Union activities Board is enthusiastic about the festival. Mr. Kenneth Burda. Director of the College Union, stated "The festival will be outstanding. I think it will also be the best in the country." George Lutrell, vice-chairman of the College Union Activities Board, felt that it serves a twofold purpose. "When black students come here and go to the first dance, they feel turned off by the whiteness of it. This festival will give them something to identify with. It's also good for the white community.. They can really learn a lot about the Black Culture from it." The Black Arts Festival is planned to be a yearly affair. Dowdy stated, "It'll get bigger and bigger every year." Other Events The Black Student Union and the Black Culture Committee are also planning events for the rest of the academic year. Black Culture forums, which will deal with Black art, poetry, Panthers, and Muslims, and Black Film Festivals designed to enlighten black people about themselves will be occurring on a monthly basis. The committee will also sponsor a lecture series with such people as James Farmer, who is the Assistant Secretary of Health, Education, and Welfare, Carl Rowan, who is Editor-at-Large for the U.S. Information Service, and the Honorable C. Dolores Tucker, who is a Black Cabinet member of Governor Shapp.</text>

<text>Rapport sought between Administration and Black Students By MATHEW CUSTER On Thursday, May 1, around 10:30 a.m. an unidentified Negro student walked into President Sykes' office and presented a list of "non-negotiable" demands to one of the president's secretaries. The events leading up to and succeeding this action are proving to be some of the most controversial happenings in West Chester State's history. The controversy originated in an April 22 meeting between President Sykes and the Human Relations Council. At that time the council submitted requests to the administration that, if carried out, would increase communication between the administration and black students, increase the chances for more Negro students to be admitted to the campus, and generally improve the position of the black student on campus. Public Relations Role Revised The requests submitted at that time were considered to be reasonable to the administration and beneficial to the student body as a whole. Therefore, they were accepted and action was taken by the administration to open the Public Relations service of the college to the black students to aid in their promotion campaign. According to Dr. William Houpt, director of Public Relations, not one of the students from the Human Relations Council has contacted him for use of his services. Minority of a Minority The group which presented its "ultimatum" to the college appears to be a splintergroup of the committee which submitted the earlier suggestions. In short, they were a minority of a minority. Soon after the unidentified student presented the demands, David Flamer, one of the spokesmen for the group, met with Dr. Sykes, Mr. Ronald Gottshall, acting Dean of Student Affairs, and Larry D'Antonio, President of I.G.A. At that time, Flamer explained that the demands would be, in effect, "non-negotiable," and that a confrontation between the black activist group and the administration would take place if their demands were not met by noon, Monday, May 5. Thursday Meeting Slated A meeting was immediately scheduled for 2 p.m. that (Thursday) afternoon. The "splinter-group" was notified that the meeting would be held, that black members of the faculty and board of trustees would be present at the meeting, and that the administration would be willing to discuss their demands with them at the meeting. Present at that meeting were: Dr. Earl F. Sykes; Mr. Charles Swope and Mr. Clifford Deßaptiste, both from the board of trustees; Mr. Ronald Gottshall; Dr. Arnold Fletcher, Dean of Faculty and Academic Affairs; Mr. Herbert Lee, Assistant Director of Admissions; Dr. Walter Ridley, of the Education Department; Mr. Phillip Hoggard, of Student Teaching; Larry WAntonio, president of 1.G.A.• Gary Dologite, former president of 1.G.A., and Chief Berger of the Security Police. Conclave Ignored The members of the black activist "splinter-group" refused to attend the meeting. A general student conference was then held in Phillips Memorial Auditorium at 1:30 p.m., Friday. This student conference was called to inform the student body of the situation, and to discuss general grievances with the activist group. Unfortunately, the activist group left as President Sykes began to speak. Second Meeting A second meeting paralleling the first was then held Sunday, May 4. Ed. Note: These are the first suggestions of the black student body which were presented in the April 22 meeting between President Sykes and the Human Relations Council. We, the committee representing the Black Student Body of West Chester State College, has convened for the following purposes: 1. To provide a body which can speak for the Blacks of W.C.S.C. when consultation is desired. 2. To secure increased Black enrollment here. 3. To integrate into W.C.S.C. the grand legacy of Black Culture. 4. To promote an active relationship with those neighboring insituations which have large Black enrollments. We, the committee representing the Black Student Body of West Chester State College, request that the Administration here accept the following policies: 1. We will meet with the administration at least once a month and whenever either facet deems it necessary. 2. We will be a part in the formation facet of all policies and decisions that will affect our destiny at West Chester State College. Recruitment In order to enlighten the Black community of the educational opportunities here at West Chester State College, we present the following plan: a. We may set up an officially recognized committee of recruiters, and allowed to visit whenever deemed necessary those schools whose enrollment is abundantly populated with Black students. b. Utilization of mass communication in continuous efforts to attract Black Students to West Chester, eg. Phila. and vacinity major and local papers. Bulletin, Tribune, Inquirer, Courier, etc. National magazines Look, Ebony, Life, Jet, etc. Television and Radio Channel 12 (Tell the West Chester Story) WDAS, WHAT, WFIL, WIBG, etc. c. Utilization of guidance counselors. Build into publications to West Chester's Service Area the reality that West Chester is in earnest quest for Black applicants. If West Chester State College is to realize the fulfillment of the mandate handed down by the Department of Health and Welfare within the time so specified, it becomes urgent that the immediate acceptance if the above mentioned priorities be unavoidedly adopted in mind, spirit, and favor, by everyone present and represented at this consortium. m Demands Submitted on May 1 The demands, as presented to the administration were as follows: To The Administration of West Chester State College: This letter is to state as simply as possible that we, the Black Students of West Chester State College, are not at all satisfied with the outcome of our meeting with you on April 22, 1969. We are therefore submitting our final plan to you to be acted upon by the Board of Trustees in an EMERGENCY SESSION. We will expect a reaction to our request on May 5, 1969 at 12:30 p.m. in the square directly behind Recitation Hall (the Quad). Here the administration will announce to the entire college its decision. If your response is other than positive, Militant Policy by the Black Students will ensue. Purpose - to examine policies formulated by the Administration of W.C.S.C. before their enactment. Demands 1. A review Board to set up consisting of nine members; six black students chosen by the Black Student Body, and three faculty members one of whom must be black, chosen by Administration. A. Each member is to have one vote B. Only a simple majority is needed to rule, n. Powers A. To initiate action concerning the Black Course. Department heads be subordinate to this board. C. The said Board be officially informed of all events concerning Black students. D. To evaluate these programs as they progress. E. To accept, amend, or reject submitted policies. IT IS NOT THE RESPONSIBILITY OF W.C.S.C.'S BLACK STUDENT BODY COMMITTEE TO SUBMIT TO W.C.S.C., OR TO HARRISBURG, OUR PLANS FOR DESEGREGATION. IT IS, HOWEVER, THE ACTUAL DUTY OF THE ADMINISTRATION OF WEST CHESTER STATE COLLEGE.

<text>Agreement with black students reached Sunday Dr. Sykes, President of the College, and Charles Swope, President of the Board of Trustees, have announced that an emergency meeting was held Sunday, May 4, in Philips Memorial Library, concerning the demands of the black students on campus. Representatives of the board of trustees, the administration and official representatives of the black student body of West Chester State College were in attendance. At this meeting, the board of trustees ratified the official action taken regarding the STATEMENT OF POLICY AND REQUEST as filed by the students on April 22, and subsequently approved by the Board at its regular meeting on April 24. The statement as filed with the administration The official representatives of the black student body of West Chester State College in answer to the request of the board of trustees and administration of West Chester State College met with representatives of the administration, board of trustees, and faculty on May 4, and presented a review of events that have transpired since the presentation of their original list of policies on April 22. Subsequent to the acceptance of the original request the representatives of the black student body observed violation of the agreement upon policies and procedures by some college and state representatives. It was their decision to present these policies again and call for an announcement by the board of trustees and administration to the entire college on Monday, May 5, at 12:30 p.m. that the agreement would faithfully follow. In the meeting on May 4, the official representatives of the black student body received the An Administrative View Administration's Statement of May 4 Black Students' Statement of May 4 on May 1, was WITHDRAWN by the official representatives of the black student body of Westchester State College. The agreement reached at the May 4 meeting was, in essence, the re-affirmation and agreement of implementation of the originally requested policy by the trustees and college administration. As a result, the DEMONSTRATION scheduled to be held in the Quadrangle on May 5 at 12:30 p.m. was cancelled. At the meeting there was a joint demonstration of good faith by and between the trustees-administration and official representatives of the black student body of West Chester state College. assurance of good faith and activity In carrying out the original policies agreed upon on or about April 22. The administration and board of trustees assured the black student representatives that they will issue an official statement to the entire college community indicating requirements and procedures in carrying out in good faith the policies originally recommended by the black students. This they assured us will be done on or before May 5. The original purpose of the black students, and their continuing purpose, is to create such policies, procedures and conditions as to cause Westchester State College and the black students to gain full acceptance of each other. The results of the May 4 meeting should assure these conditions which we desire. On May 5, we are assured that the statment of the administration and board of trustees will be posted. Thus no meeting was held at 12:30 p.m. on Monday May 5. </text>

<text>"Willing to bend over backwards" By MATHEW CUSTER What do you do with a "nonnegotiable" demand? Before the advent of Student Power groups, demands that couldn't be discussed were thrown in the waste basket, their propogaters doomed to political oblivion. Indeed, that is what has happened at many institutions, where con- The Block Student's View frontations with the student body, or a reasonable facsimile thereof, have been violent affairs. Decision to Negotiate So when West Chester State College was handed its first, and probably not its last, list of "nonnegotiable" demands, the administration decided to do a rather extraordinary thing: they decided to negotiate. To this day, the administration has "bent over backwards" to try to come to an agreement with the activist' splinter-group."The reasons for wanting to negotiate are easily stated. First of all, the demands that are not too vague to be interpretated, are, at least, impossible to fulfill. No student committee, much less a "minority splinter-group" can, under the present educational system, have power over the academic heads of the college. Yet, the black activists have proposed that a predominately black-student Review Board be set up, and that "Department heads (would) be subordinate to this board." Progress Concerning Culture Courses The administration may also be justified in citing a great lack of qualified professors as the reason for slow progress concerning African Culture courses. This, along with the drastically reduced budget which West Chester has had to function on, is the reason why we do not have sufficient coverage in this field. But the most detrimental aspect of the demands is the simple fact that they have been termed "nonnegotiable." Since the demands have not even been explained to the administration, much less discussed with it, action cannot expect to be taken on their fulfillment. Tried to Improve Negro Situation West Chester's administration has already tried to improve the Negro situation here. Four new courses are scheduled for next year's catalogue which will pertain to African culture and the Urban ghetto. The administration has already allowed the Human Relations Council to use the Public Relations department in order to bring a better understanding to the Negro community about West Chester State. But most notable of all, the administration has never refused to communicate, to negotiate, to discuss. The black activist "splintergroup," or whatever they call themselves, have refused to even talk about the situation. There can be no successful ventures of this type without communication. And there is no love in an ultimatum. </text>

<text>Present flaws pinpointed By MATHEW CUSTER The black students who protested against their treatment at West Chester State were right in many ways. There are glaringly few Negroes on this campus; a fact like this would make anyone fear that he was a member of the proverbial "minority group." The black students were right when they pointed out the deficiency of African culture courses in the Social Studies Curriculum. These courses are needed at any institution of higher learning, and are almost absent at many of them. Dean Fletcher himself admitted that the West Chester State graduate does not have the qualifications, or the courses readily available, that would facilitate his teaching in a crowded urban environment. The action taken by the black students has made it obvious that progress is necessary in the academic fields. But the black activists were most accurate when they requested more publicity for West Chester as a favorable place for the black high school senior to consider for his college education. (Continued on page 5)

Basically, this lack of proper public relations is the cause for the minority of Negroes on campus now. In effect, it is not the admissions office which is being discriminatory; this would obviously be against the law. It is THE black student who applies to another college, because he knows there will be more Negroes there, who is being discriminatory. It is the great volume of Negroes who prefer to apply to Temple or Cheyney who are discriminating against West Chester. The minority is, therefore self-perpetuating. West Chester needs help in instituting more and better programs in Negro culture, Urban Problems, and Teaching in the Urban Ghetto. West Chester also needs better public relations with the urban Negro populace. In short West Chester needs more Negroes.

<text>A Student for Decencys View Are you shocked? ARE YOU SHOCKED BY THE ELEMENT THAT IS TAKING OVER U.S. COLLEGE & HIGH SCHOOL CAMPUSES? DO YOU WANT TO DO SOMETHING ABOUT THESE SCENES??? Meeting of SCD (Students for Campus/Common Decency) THURSDAY, MAY 1, 1969 - 7:00 P.M. At Church St. Entrance to Ehinger Gym BE CONCERNED BTphotoby Bill McAdoo Stu Nathan, Rod Weston, Brian Cawley, Tom Hughes, Larry D'Antonio at confrontation at Ehringe'r. By MATHEW CUSTER The above was the message sprawled across a mimeographed handbill which was circulated last week, sometime before the black student "splinter-group" presented their demands to the college administration. Evidently, the atmosphere around West Chester, with the advent of a chapter of SDS (Students for Democratic Society) and the progress of SAC (Student Activist Committee), was forboding enough for some students to become "concerned" about the effects of activism. The "meeting" in front of Ehrlinger gym (misspelled on the handbill), was decidedly, and purposely, unlike the "sit-in" or other pressure tactics used by the other activist groups. The meeting was orderly, with no true "heckling" from the small crowd that turned out. But the content of what was said bore all the earmarks of the common activist sit-in: its purpose was vaguely explained, and it advocated potential , violence. Interesting theme there-fight fire with fire. Stu Nathan, the spokesman of SCD, opened his meeting by saying, "We're not really anti-anything, here." But in the course of his talk, he did seem to be against a certain "undesirable element" which was threatening this campus. He advocated the formation of a movement which would eliminate these people from the campus. He even suggested that the students here consolidate their forces to force students out of buildings occupied during a disturbance --if such an event took place. Larry D'Antonio, President of IGA, was present at the meeting. He suggested to Nathan that he leave the security of the campus up to the legally delegated forces in the form of the local and campus police. In the event of a serious confrontation, the legal authorities would not be able to distinguish the demonstrator from the anti-demonstrator. Dr. William P. Houpt, Director of Public Relations at W.C.S.C., stated that if there were any activist take-over here, an injunction would be issued immediately and the disrupters would be removed. He also stated that "their (the disrupters) days as students of West Chester State would be over. Interestingly enough, when Nathan was asked what form of action he would take in the event of a take-over, he admitted that he really didn't know. When this reporter returned to his dorm after the meeting, the general attitude of the students was one of nervousness. There were suggestions ranging from "I'm going home and getting my gun" to "We've gotta keep them out of there." But Stu Nathan admitted that he didn't really know what he would have his SDC do In a situation of violent takeover. We don't know what we can do either. But the police - the legally delegated authorities - do know what to do. It's their job. </text>
