<text>Quad Angles Vol. 39, No. 16 West Chester State College Tuesday, February 16,1971 Student leaders confront Rossey at meeting Twelve student leaders questioned President Rossey last Thursday night concerning current problems and controversial issues on campus. One of the first questions asked was whether or not the President thought it unwise to schedule a dance immediately after the Cheyney-West Chester basketball game last February 6 when racial tensions were known to exist. Dr. Rossey replied that although the incident was an unfortunate one, it was not unwise to schedule a social event at that time. He stated security precautions were taken in lieu of such an occurrence. However, concerning the Chambers' Brothers last October 31, the President feels that outside aggravators were to blame. College Closing Unlikely As the meeting continued, a question arose concerning a tuition increase and a possibility of the State closing the college for lack of funds. Dr. Rossey stated he had received no information to this effect and that to his knowledge no confirmed threat of this type existed. He also stressed that the college would not close unless the state were to go bankrupt and that this was unlikely.. The President cited that closing the college would be an unsound political move. Longer Hours The length 'of visiting hours in the dormitories was another question posed to Dr. Rossey. Several student leaders requested longer hours to which the president replied that he is in no position to make any decision. He did say that he felt that more visiting hours (i.e. daily visitation) would be a strain on those wishing to relax in the dorms. More hours, he stated, would infringe upon their privacy. Another question raised was concerning the abolition of reading day. President Rossey contended that the day is rarely used for the purpose intended, and therefore, is a wasted day on the school calendar. This point was argued by several student leaders, and a plea was made for more than one reading day. Bookstore Problems The price of books sold in the bookstore was brought up. The hardback texts were marked up 20% by IGA; however, little of this results in profit, since the extra cash is used for freighting books back to the publishers and for salaries for bookstore employees. A suggestion was made that professors post a list of books necessary for each course before the start of a semester. This would reduce the rush on the bookstore during the first few days of a new semester. It was also requested that in the future a schedule for final exams be posted at the beginning of a semester when course selections are being made in order to avoid having several major exams on the same day. More Library Hours? President Rossey was also asked if he thought there could be an extension of library hours. The proposed extension would be in effect until midnight on weekdays and until 11 p.m. on Friday and Saturday. The circulation desk would still close at the time now in effect, but facilities would be used for study purposes. Dr. Rossey agrees that the college should make studying more convenient, but said that since extra hours would require an extra staff, acceptance of the suggested hours would be improbable. </text>

<text>Outsiders blamed in stabbing incident By TERRY COHEN As the investigation of the fight and stabbing following last Saturday night's dance continues, a more extensive and detailed description of the incident has unfolded. - "Chairs Flying. . ." Kenneth Burda, Director of the College Union, and Dean of Student Affairs Weislogel were present when the fight started. Burda said that he tried to break it up. "There were chairs flying around," he said, "and more people on the outskirts of the fight who looked like they might get involved." Burda went to get Dean Weislogel to help him disband the group. "We grabbed people," said Weislogel, (meaning Burda, a State policeman, and himself). Weislogel said that the fight appeared to start with two people, and then five people jumped on one of the original two. More people then joined in. "There were a lot of students trying to break the fight up," stated Burda. After the fight was broken up, the band was told to stop playing, and the security guards cleared the building.Security for the dance was provided by four guards from the Brandy wine Security Agency. Campus security made "periodic appearances" at the dance, according to Security Chief Sweeney. At last report, the State Police were convinced that "no college students, West Chester or Cheyney" were responsible for the stabbing incident which occured after the dance. "An Unusual Situation" Dean Weislogel said that he didn't think that those involved were West Chester students. "It was an unusual situation," said Burda. "There were an awful lot of people at that dance (who) didn't belong there." Weislogel said that the incident was "a very frightening thing," and that there was "anger and frustration exhibited by blacks as well as whites." He continued to say that he thought the problem was an "attitudinal problem," in that it will take a chance of attitudes to correct the situation. He felt that the basic problem was the "black-white issue," and that it will take responsible people of both groups to work with their respective groups to effect changes in attitude. Curtailment Unnecessary What bearing does this incident have on West Chester's campus? Burda doesn't "expect any trouble at future dances, if they use their heads." Dean Weislogel feels that it would be "unwise" to schedule social events following "possible volatile sporting events," but he asserts that we should "have to curtail social events." </text>

<text>Plea for better race relations Editorial Two years ago, when the first so-called "racial incident" occurred here at West Chester State, two words raced down the halls of the dorms in a matter of minutes: "Get them." The reaction was a fearful, unthinking response to a situation which most people did not understand at that time. In the early hours of last Sunday morning, when news of a brawl and stabbing reached the dorms, those same two words were repeated: "Getthem." And this response was given with even greater fear and less thinking than was seen two years ago. This greater fear and misunderstanding was shown in the developments of last week: demands for greater security, a ban of all social events, and a sanction against the planners of the post-Cheyneygame dance. This newspaper did not exactly help the situation by printing a headline which unintentionally linked the beginning of Black History Week as a contributing factor to the violence. Any assumption that Black History Week and the incident at Lawrence Center were linked by a cause and effect relationship is absurd. Greater security on campus cannot be the answer to the problem facing us. The incident last Sunday morning, as well as past flareups at social events, was caused by outsiders. To efficiently protect against such infrequent problems, this campus would have to assume the stature of an armed camp, perhaps even limiting our own student's freedom of movement. To cancel all social events would be punishing all the students without cause; it could even lead to more problems, since the students would be forced to find other outlets after a week's work. And to sanction the planners of the event would be just as useless. If there had been no dance, the confrontation might have started at the basketball game itself, or even in the men's dorm, possibly with even greater violence. "Backlash" is the product of ignorance and offers no solution. In our present situation, it could cause much more harm than has already been done. Yet a certain group on this campus has once again promoted such a backlash, as they have done in the past with racial and non-racial developments. Physical reaction, therefore, must yield to good, sound resolution. We must resolve to help the community with its social problem, rather than separating ourselves from it. We must strive for better relations with other colleges as well, not ignore their problems. We must have greater understanding within our own academic community to eliminate the effects of racism from our students, faculty and administrators, white and black. Black History Week was an attempt to bring about this necessary understanding. What we need is 51 more weeks like it. M.M.C.</text>

PURPOSE
Preamble

We the members of the Black Student Union of West Chester State College do hereby establish this constitution in order to promote unification and to create a relevant "Black" atmosphere for the Black students of this campus.

West Chester State
Black Student Union

FORMATION
On every college campus that has a Black population, the cry for unity can be heard. Sometimes it brings to the surface the core of basic issues which confront Black Americans across the nation. Sometimes it is weak in volume and fades into the "ho-hum" yawns of the administration officials. But most commonly the cry succeeds in bringing together young minds. Black minds, militant, radical, conservative and lost, who are willing to dedicate themselves to a common cause and need.

After many years of utter silence and mulled cries, the Black population at West Chester State College finally took heed, but instead of crying they screamed and the word Unity stood foremost in the minds of Black students. In September of 1970, the B.S.U. was formed on the WCSC campus. The purpose of the Union was to serve as a unifier of all the Black organizations and committees on campus. Huk Bethea was voted the first Chairman of the Union. The B.S.U. proved to be very successful in the first year as it brought about many firsts-such as Black History Week, and Black Film Festivals.

The B.S.U. promises to be bigger and better than before.

THE BEGINNING
The beginning year 1970-1971 proved to be a planning year. Under the direction of Huk Bethea, the Black students went about the task of orginization of a strong B.S.U.

Activities planned during the first year were: freshmen orientation program, Black Culture Forums, dealing with art, poetry, etc,; April Black Arts Festival; and many Soul Dances.

One of the most outstanding feats of the B.S.U. was the completion of the Black experience booklet. "First Steps." This booklet was designed to give some ideas what it is like to live in the atmosphere of West Chester State College.

The year 1970-1971 was the beginning; the beginning of Black people coming together at West Chester State College.
